Malacañang has issued a memorandum circular, Memorandum Circular 38, signed by Executive Secretary Lucas Bersamin, permitting government employees to work from home and public schools to conduct asynchronous classes on October 31.
This move is aimed at providing government workers the opportunity to observe All Saints’ Day on November 1 and facilitate travel to and from different regions in the country.
The memo explicitly states, “Work from home arrangement in government offices shall be implemented, and asynchronous classes in public schools shall be conducted on 31 October 2023.”
However, government agencies responsible for delivering basic and health services, disaster preparedness/response, and other vital services will continue their regular in-person operations and provide necessary services.
Executive Secretary Bersamin clarified that private companies and private schools can decide independently on similar arrangements for their employees and students.
October 31 falls on a Tuesday and precedes the Barangay and Sangguniang Kabataan elections (BSKE) on October 30.
To encourage participation in the BSKE elections, President Marcos has declared October 30 as a non-working day nationwide.
Additionally, November 1 (All Saints’ Day) and November 2 (All Souls’ Day) have been designated as special non-working days, while November 3 remains a regular working day, according to an earlier announcement by the Palace.
This series of adjustments aims to facilitate the observance of important occasions and ensure the smooth operation of government services.
