P5.8 billion na utang ng Palawan Provincial Government, walang katotohanan – Provincial Treasurer

“Kung sasabihin po natin na 5.8 [billion pesos] yung pagkakautang o loans mali po, kasi ang loans po natin talaga, is only P1.9 billion,”

Ito ang naging tugon ni Elino P. Mondragon, Palawan Provincial Treasurer kaugnay ng usapin sa utang ng Pamahalaang Panlalawigan. Inilatag nito nito ang mga bangko at kung magkano ang pagkakautang ng Provincial Government hanggang katapusan ng Disyembre noong nakarang taon 2020.

“Itong P1.9 billion is outstanding balance as of December 31, 2020, ito po yung natitirang bayarin ng Provincial Government sa apat na financing institution, ito yung Land Bank of the Philippines, Development Bank of the Philippines o DBP, Municipal Development Fund Office at Philippine Veterans Bank.  Ang breakdown po nito sa Land Bank as of December 31 [ay] P174 million, DBP P216 Million, MDFO P1.19 billion and Veterans bank is P331 million. So yan lang po ang alam namin na utang ng Provincial Government.”

Mahigit kumulang P1.9 bilyong utang ng lalawigan ng Palawan

Ayon pa sa Ingat-Yaman ng Lalawigan, hindi umano dapat maikonsidera ang kabuuang liability na utang ng pamahalaan.

“Mali po. Kapag sinabi natin na liability [ay] marami siyang composition, nandiyan po yung ating mga remittances, nandiyan din po ang ating mga accounts payable. Ibig sabihin ito yung mga bayarin na maaaring sa mga suppliers, sa ating mga claimants at sa ating mga empleyado. Maaaring kasama riyan sa P5.8 billion yung mga held in trust na pera galing sa National Government katulad ng DOH, DPWH, National Housing authority at maaaring galing din yan yung iba na held in trust sa ating mga Local Government Units.”

“Magkaiba po yung total liabilities sa pinag-uusapan natin na loans. Ang loans naman po ay para sa mga banko, financing institution na binabayaran talaga ng ating Provincial Government .”

Aminado rin si Mondragon na ang utang ay bahagi lamang sa ‘total liability’ at hindi ito ang kabuuang pagkakautang ng Pamahalaang Panlalawigan.

“Ang lahat po na napapaloob sa liability ay maaaring sabihing mga bayarin, subalit iba-iba po yung mga tinatawag nating bayarin. Bayarin, dahil mayroon kang hindi na-remit, bayarin dahil mayroong kang hindi nabayarang mga suweldo, bayarin dahil mayroong naka-held in trust or hindi pera ng Pamahalaang Panlalawigan yan po ay nagiging liability ng province pero hindi ibig sabihin na nasa liability yung held in trust ay pagkakautang na. Kasama din po diyan yung ating pagkakautang mismo sa financing institution, nilalagay din yung kanyang account title as loans payable so yun po yung pagkakautang ng Provincial Government.”

Base sa 2019 Annual Financing Report for Local Government ang lalawigan ng Palawan ay mayroong total Liabilities na P5.86 billion.
