City Government makes mandatory the wearing of face masks

The City Government of Puerto Princesa has required the wearing of face masks outside of residences or in public places within its jurisdiction.

This is after the City Mayor’s Office (CMO) released Monday, April 6, an executive order (EO) signed by Puerto Princesa mayor, Lucilo Bayron, which also became effective during the same day.

The EO is aimed at lessening the spread of Coronavirus Disease 2019 (COVID-19).

“All persons shall wear face masks, ear-loop masks, indigenous, reusable or do-it-yourself masks, face shields, handkerchiefs or such other protective equipment that can effectively lessen the transmission of COVID-19, whenever allowed to go out of their residences to buy essential items (in groceries, markets and the like), go to work or allowable tasks,” stated Bayron in the EO.

Bayron in the same document posted at official CMO Facebook page indicated that the order applies to everyone give exemptions from the enhanced community quarantine (ECQ), such as those with quarantine pass, travel pass, and vehicle pass.

Bayron also stated that the order will primarily be implemented by the City PNP alongside barangay officials, barangay security personnel, City Public Order and Safety Office (CPOSO) with its wing department Anti-Crime Task Force (ACTF).

He added that any person of legal age found to have violated the order shall fall upon a recommendation for prosecution.

Bayron indicated in the document that this order will remain effective in full force within the whole period of ECQ, as imposed over the entire of Luzon by the National Government.

“If any provision of this order is determined to be invalid, illegal or unenforceable, its remaining provisions shall remain in full force as though this order did not originally include such invalid, illegal or unenforceable provision,” Bayron further stated under the Section 3 of the EO.
