Provincial Vet, iginiit na dumaan sa legal proseso ang mga kalabaw bago ipadala sa Maynila

Matapos mag-viral kamakailan ang mga litratong ibinahagi ng Palawan Animal Welfare Foundation sa di umano ay mga underaged na mga kalabaw na ipapadala sa Maynila mula sa Brgy. Liminangcong sa bayan ng Taytay upang doon ay katayin para gawing corned beef, ibinahagi ng Provincial Veterinarian na dumaan ito sa wastong paraan.

Ayon sa OIC for Transport of Animals ng  Palawan Animal Welfare Foundation Jacqueline Baut, iginiit nito na hindi dumaan sa tamang proseso ang mga kalabaw na nagmula pa sa mga munisipyo ng Roxas, Rizal at Narra at karamihan umano dito ay mga nasa murang edad bagay na nilabag umano ang Republic Act 8485 o mas kilala bilang “The Animal Welfare Act of 1998”.

“They have paper[s] but the papers are fake…it doesn’t inspect the the animal[s] before issuing the credentials,” ani ni Baut.

“The shipper doesn’t tell anything so it might be 5 years it might be 10 years old so the shipper must always be higher the age of animals if it is not in [a] legal age…so that is the first thing…no inspection at that level,” paliwang ni Baut.

Dagdag pa ni Baut, hindi raw umano sinusuri ng Palawan Provincial Veterinary Office ang mgs kalabaw na ipinapadala sa Maynila bago isyuhan ng mga certificate ang mga ito.

“It is the Provincial Vet who issued the veterinary certificate with the inspection of the animals…in the law it states that the veterinary has to inspect the animals before [issuing] the health certificate at the farm,” saad ni Baut.

Ayon naman sa OIC ng Provincial Veterinary Office na si Darius Mangcucang, wala umanong katotohanan ang mga ibinibintang sa kanila ni Baut at sinusunod umano nila ang tamang proseso para dito.

“Wala pong katotohanan iyan kasi lahat po ng lumabas dito sa atin yong mga large animals ay dumadaan po iyan sa office at iyan po ay c-checkup po natin at ipinatutupad po natin yong Provincial Ordinance 985…at mayroon din po kaming tao diyan na sa quarantine diyan sa Liminangcong [TayTay] na nagbabantay,” ani ni Mangcucang.

Base sa Article 4 ng Provincial Ordinance 985 o mas kilala bilang “Regulation for slaughter and shipment of carabaos”:

(a) When the carabao is seven (7) years older if male or eleven (11) years old if female; provided that such slaughter or shipment may be allowed even if the carabao is below 7 years if male or 11 years if female when the animal, due to its observable behavior, is no longer fit for farming as determined by its owner and certified by the Provincial Veterinarian.

All carabaos to be shipped out coming from the municipalities passing the port of Puerto Princesa City, must be accompanied by an individual certification from the Barangay Captains of each Barangay and a certification of animal movement from the Municipal.

1.) The history/origin of the carabao’s transition of ownership; and

2.) Conformity of the carabao or carabaos as to age according to dentition, color and markings as contained in the credential and certificate of ownership;

(b) Likewise, a carabao may be shipped out of the province if necessary for breeding purposes as may be certified by the Office of the Provincial Veterinarian; provided that in this case, the shipper shall in addition to corresponding permits hereunder required, secure by the Office of the Provincial Veterinarian.

Dagdag pa ni Mangcucang, hindi umano awtorisado ang grupo ng Palawan Animal Welfare Foundation para magsagawa ng mga kaukulang inspeksyon sa mga gawain ng kanilang opisina at iginiit na kumpleto sa mga papeles ang mga kalabaw bago ipadala sa Maynila.

“At yong ano po yong association na po na iyan ay hindi po iyan recognize ng Bureau of Animal Industry…so wala po silang kahit po sa mga inspection sa mga pag l-load po ng mga ano wala po silang authority na makialam pagdating po sa mga loading ng animals,” palawinag ni Mangcucang.

“Kasi may hawak po ako na certification na hindi sila recognize…so wala pong illegal diyan [at] lahat po iyan ay mayroong yan issuance at kumpleto po iyan…veterinary certificate, mayroon silang shipping permit at iyan po talaga ay na i-inspect po namin…mayroon po iyang PNP Clearance, Brgy. Clearance at naka ano din po iyan sa munisipyo…ok po iyan,” dagdag pa ni Mangcucang.

Samantala, nais ng grupong Palawan Animal Welfare Foundation ang agarang aksyon mula sa Pamahalaang Panlalawigan ng Palawan at magpapadala sila ng liham patungkol sa bagay na ito.
