DMCI, nilinaw na hindi pa nagsisimula ang konstruksyon ng 15MW Coal Fired Plant sa Narra

Nilinaw ng DMCI Power Corporation sa isang pahayag na ipinadala sa Palawan Daily ngayong araw na hindi pa umano sila nagsisimula ng pagpapatayo sa napipintong 15MW Coal Fired Power Plant na taliwas sa mga usapan sa bayan ng Narra na ang mga ito raw ay nagsimula na ng kanilang konstruksyon sa Barangay Bato-Bato ng nasabing munisipyo.

“On process pa lang ang permit. Ang inaayos lang doon actually is ‘yung daanan para madaling makapasok ‘yung mga surveyors. Currently kasi, kino-complete pa namin lahat ng conditions na nakastipulate sa ECC,” pahayag ng DMCI.

Bagaman nasa huling hakbang na lamang ang DMCI upang masimulan ang proyekto ay mariin pa rin ang nangyayaring pagtutol ng mga non-government organizations (NGO) kagaya ng One Palawan Movement, No To Coal at maging ang ngayo’y suspendidong punong-bayan ng Narra na si Mayor Gerandy Danao sa proyekto.

Nang tanungin ng Palawan Daily ang DMCI kung makapagbibigay ba ito ng petsa kung kailan sisimulan ng mga ito ang pagpapatayo ng planta, ayon sa kumpanya ay sa ngayon ay hindi pa rin sila makapagsasabi ng tantsadong petsa sapagkat apektado ng pandemya ang mga opisinang kinakailangan nilang makausap upang makakuha ng mga permits at clearances.

“We cant tell,, specially now during the pandemic maraming restrictions. Madalas nagsasara ‘yung mga offices dahil sa infection. Kaya nadedelay pa rin,” ani DMCI.

Ipinaalala rin ng DMCI na ang naturang proyekto ay inaprubahan at nilagdaan ni Pangulong Rodrigo Duterte kamakailan bilang isang “Project of National Significance,” kung kaya’t ayon sa kumpanya ay paniguradong matutuloy ito sa kabila ng samu’t-saring pagtutol ng mga nasabing organisasyon.

“The project is needed, nakitaan ito ng kahalagahan ng pangulo kasi ang Palawan, wala pang base load ng power. Since Palawan is offgrid area, meaning ‘yung probinsya is island area at hindi naka-connect sa main power grid ng Pilipinas. So palawan can only use and create power based sa kung ano lang ‘yung available. The project will serve as a base load ng Palawan, kasi currently wala pa tayong base load kaya nagkaka-problema tayo sa supply,”hayag ng DMCI.

Tungkol naman sa pangambang idudulot nito sa kalikasan na siya namang primerang dahilan ng pagtutol ng mga anti-coal, iginiit ng DMCI na ligtas at hindi ito makakaapekto sa kalikasan maging sa kalusugan ng mga residenteng malapit ang tahanan sa itatayong planta.

“Ang coal plant natin will not use mga punong-kahoy, ‘yung susunogin at igagatong para makalikha ng power. That’s totally wrong. Itong coal natin, mineral siya. Minimina siya sa ilalim ng lupa. Ito ‘yung tinatawag na fossil fuel deposits. Ano ang mga ito? Fossil fuel deposits are those minerals na nanggaling sa namatay na puno, hayop, so the minerals, as time goes by, ay naiiwan sa lupa at ito ang product. So ito ‘yung minimina sa Semirara at ito ‘yung coal na sinasabi natin,” ani ng DMCI.

Ukol naman sa akusasyon na low-grade ang quality ng coal na nanggagaling sa Semirara, sinabi ng DMCI na ang planta ay gagamitan ng “CFP Technology” kung saan hindi na kinakailangan pang piliin kung anong kalidad ng coal ang dapat gamitin.

“Sa issue regarding sa low grade and high grade quality, we have the CFP technology na so it doesn’t matter if its low grade or high grade. CFP technology has a special kind of precipitator, which siya ang trabaho niya is to detect if may coal particles pa ba na dapat sunogin, kapag meron pa, ibabalik niya uli ‘yun sa furnace para tunawin,” ani ng DMCI.

“Kapag wala na siyang madetect, saka palang siya ipa-process. So the low grade and high grade issue, hindi ‘yan problema. I mean siguro if the plant is using old technology like the one similar to Rio Tuba puwede pa because doon kailangan high-grade talaga ang coal na ipa-process,” dagdag ng kumpanya.

Samantala, ayon pa rin sa DMCI, nakasisiguro silang malalaman naman agad ng mga residente ng Narra kung sakaling sila ay magsisimula na ng konstraksyon.

“Actually, malalaman naman ‘yan ng mga taga-Narra if we will start na kasi we will hold a day of recruitment. So pu-pwesto rin naman ang HR namin diyan. Kasi that’s part of our ECC compliance, kailangan at least 70% of workers namin ay manggagaling sa local,” giit ng DMCI.

Tinataya namang nasa 300 posisyon o trabaho ang inaasahang magbubukas sa napipintong Coal-Fired Power Plant.
